Professional Experience

5/99 to 5/01:

Principal Deputy Assistant Secretary of the Army.

Appointed in May 1999. Responsible for over 14 million acres, 2000 Installations which have 12,000 historical structures with a budget of $10.5 billion for military construction and base operations and $1.4 billion in environmental program management.

Accomplishments include:

Helping communities redevelop their economies

Carrying on the tradition of army citizenship

Moving the army toward 21st century energy policy

Leading a new generation of conservation

1/95 to 5/99:

Associate Director at the White House Council on Environmental Quality.

Act as advisor to the President, the Chair of the Council, and the White House staff regarding national environmental policy. Develop Administration policy on pending legislation. Mediate interagency disputes regarding environmental policy. Recent program highlights include a briefing to the President on the long-term strategy for hardrock mining on public lands. The result of the briefing was a four-point strategy incorporated into the President's 1998 budget. Developed the strategy to avert a large-scale mining operation near Yellowstone National Park, which resulted in the purchase of the site, protected private property rights, and ended a protracted national controversy. The agreement was hailed by a New York Times editorial as "Victory at Yellowstone". Developed initiatives announced by President Clinton in his 1997 State of the Union Address. Initiated and managed a national study of the effectiveness of the National Environmental Policy Act. Managed and directed the development of the President's 24th Environmental Quality Report to the Congress setting forth the status and condition of the nation's environment. Wrote the President's 1995 message to Congress on his environmental policies and priorities.

1/92 to 1/95:

Senior Policy Analyst at the White House Council on Environmental Quality.

During both Presidents Bush and Clinton Administrations carried out the Council's legislative mandate for oversight of the National Environmental Policy Act by initiating special studies and analyses related to environmental impact analysis. Reviewed and approved federal agencies NEPA procedures. Recommended policy development or changes to the Chair of the Council. Wrote and edited portions of President Bush's 23rd Environmental Quality Report. Worked with U.S. federal agencies and the international agencies to develop analytical approaches to support sustainable development. From 1/94 to 9/94 served as Acting Chair of the Council. Developed operating budget, recruited and supervised staff of senior policy analysts and attorneys. Testified before Congress defending budget, program, and policy positions. Served on the cabinet level interagency working group on Environmental Justice. Chaired a senior level task force to carry out the mandate of Presidential Review Directive-23.

1/88 to 1/92:

Assistant for Environment in the Office of the Secretary of the Army.

Provided guidance and developed initiatives to promote Army leadership on worldwide and global environmental issues. Supervised policy development and ensured execution of national environmental policy in Army programs. Initiated and served as director of the Senior Environmental Leadership Conference. Directed the development of "Army Environmental Strategy for the 21st Century". Led study of reorganization of the Army Environmental Program, which resulted in the establishment of the Army Environmental Policy Institute, the Army Environmental Center, and a more effective and efficient program. Reviewed environmental research and development program and approved Army submission to the Strategic Environmental Research Development Program. Responsible for Army base closure and realignment environmental program.

11/87 to Present

Adjunct Faculty at Duke University.

Developed and lecture in environmental policy courses at the Nicholas School of the Environment.

7/86 to 1/88

Environmental Protection Specialist in the Office of the Chief of Engineers, U.S. Army Corps of Engineers.

Program manager for the implementation of the National Environmental Policy Act. Responsible for oversight of major defense project environmental impact analyses such as the Intermediate Range Nuclear Forces Treaty, Strategic Defense Initiative, Biological Defense Research Program, and the Chemical Weapons Demilitarization Program. Responsible for oversight of environmental research and development and subsequent transfer of environmental technologies to Army installations. Directed major Army land use study.

8/79 to 7/86

Chief, Environmental and Natural Resources Office at the U.S. Army Chemical and Military Police Schools, Fort McClellan, Alabama.

Principal advisor to the Commanding General on environmental and natural resource matters. Responsible for compliance with environmental laws and regulations. Program received Secretary of Defense Environmental Quality Award and Governor of Alabama Environmental Quality Award.

Professional Affiliations

Board of Directors, International Assn for Impact Assessment Commissioner, Alexandria Environmental Policy Commission, 1986-1989. Drafted the first Alexandria Environmental Policy Act International Advisory Board, Environmental Assessment Review Past-President, Alumni Council, Duke University Editorial Board, Forum for Applied Research and Public Policy University of Chicago Review Committee National Association of Environmental Professionals.
