Lisa Mahoney, Senior Associate

Lisa Mahoney is an Associate with The Clark Group specializing in NEPA, regulatory compliance, and environmental policy. Ms. Mahoney has extensive experience in environmental impact assessment having worked in both the public and private sector on complex and controversial NEPA analyses. In 2003, Ms. Mahoney was selected by the White House Council on Environmental Quality to participate as a national expert on NEPA in the discussions and review of the NEPA Task Force Report recommendations on modernizing NEPA. Ms. Mahoney also has extensive experience in conducting public meetings and in working with federal agencies through the successful negotiation of complex cooperating agency agreements, Section 7 consultations, and Section 106 consultations.

Prior to joining The Clark Group in 2006, Ms. Mahoney served as the Chief of Environmental Programs for the Department of Homeland Security's US-VISIT Program. While at US-VISIT, Ms. Mahoney built an environmental program from the ground up culminating in the successful preparation of a nationwide programmatic environmental assessment. This complex task required an analysis of the potential for transboundary air quality emissions, negotiations with other federal partners, an extensive public outreach campaign, and adherence to senior management goals to complete the project in only four months time. In recognition of her groundbreaking work in the areas of strategic environmental appraisal, environmental planning, and NEPA, she became the first recipient of the Department of Homeland Security's Environmental Achievement Award in 2005.

Ms. Mahoney has delivered presentations on environmental impact assessment for both domestic and international audiences including presentations at the International Association of Impact Assessment in Prague on the state of Strategic Environmental Assessment in the United States and presentations to the Transportation Border Working Group in Calgary. She has also lectured at Duke University's Nicholas School of the Environment "Implementation of NEPA" course.

At The Clark Group, Lisa Mahoney is currently developing new environmental planning regulations for the Federal Emergency Management Agency and assisting a tribe with the purchase and restoration of timberland to its natural state to provide improved water quality, carbon sequestration, and cultural sustainability. Ms. Mahoney received her J.D. and Master of Studies in Environmental Law from Vermont Law School and a Bachelor of Science in Ecology from Tulane University.
