Career History
- Twenty-eight years of management and leadership experience as an officer in the United States Army, including seven years in command of armored cavalry, armor, and infantry units, and ten years of project and program management of studies and analyses. Brigade Commander 1982-1985. Policy-level experience includes four years with the Chief of Staff of the Army, three years as Policy Division Chief on the Joint Staff, and two years as Military Assistant to the Deputy Assistant Secretary of the Army (Environment, Safety, and Occupational Health).
- Seven years experience as a consultant to various Army commands and agencies, specializing in environmental policy, organization, compliance with environmental law and regulation, and programs.
- Two years as strategic planner for the Assistant Secretary of the Army (Installations and Environment), from 2000 to 2001, with a focus on energy and environmental policy.
Military Planning and Policy Experience
- As Chief of the Policy Division (J5) on The Joint Staff, (1987-1990) developed organizational, special warfare, and space policy. Twice rewrote the President's plan-the Unified Command Plan-for the organization of the unified and specified commands; completely redesigned the Joint Strategic Planning System; drafted the Chairman's Report on the roles and missions of the armed services; directed two studies on close air support; developed the first confidence building plans between the U.S. and the former Soviet Union militaries, and, planned the initial U.S. troop strength and equipment reduction for the first CFE treaty. Taught Joint Strategic Planning at service war colleges as a guest lecturer.
- Directed a one-year analysis for the Commander of the US Army Training and Doctrine Command that reviewed Army training methodologies for crew-served weapons, examined the use of live ammunition in training, and recommended new approaches to individual and collective training.
- Prepared the Chairman of the Joint Chiefs of Staff for his confirmation hearings (Admiral Crowe: 2nd term).
- Researched congressional questions and interest with congressional staff, prepared responses, and accompanied the Chairman to the hearings.
- As the chief of joint policy dealing with space, organization, special warfare, and drug interdiction, represented the Joint Staff on interagency groups dealing with a number of military-political matters and initiatives.
- Formulated the acquisition objective and distribution plan for the M1 Tank. As Chief Analyst of a special study group (1977), developed the long-term purchasing strategy for the main battle tank.
- Directed or performed special studies across the entire range of Army policy issues-from promotion systems, to the Army's position on the Goldwater-Nichols Act, to optimizing units for 24-hour combat-as Chief of the Army Studies Group, a quick-reaction team of selected officers reporting directly to the Army Chief of Staff (1985-1987).
Installation and Environmental Planning and Management
Analyzed the Army's training land and airspace requirements in the 21st century to project potential conflicts with environmental protection trends (1993-1994). The recommendations from this analysis resulted in an Army policy memorandum on protection of training lands.
Author of the US Army Doctrine White Paper: Environmental Considerations in Army Operational Doctrine, (1995) and the first draft of Army/Marine Corps Field Manual 20 400 Military Environmental Protection (1997).
Managed NEPA-compliant environmental impact statements for the Assistant Secretary of the Army (1990-1992). Defined requirements and alternatives, selected analytical teams, synchronized public communications, edited draft and final documents, and performed the final quality control prior to Secretarial approval. Initiated trouble shooting with federal and state agencies and Congress. Finished the process in selected analysis with selection of mitigation measures and drafting the Record of Decision.
Two years as program-level manager of the environmental analysis, investigation and remediation of a large Army laboratory and industrial facility near Boston (1990-1992). As part of the base closure process, the Army undertook to clean up this old arsenal with its associated labs and nuclear research reactor in a public atmosphere that was, initially, highly emotional and skeptical. Interacted with the Congressman in his office and at planning and review meetings with local agencies.
One of the authors and an editor of, Base Realignment and Closure 'How-To' Manual for Compliance with the National Environmental Policy Act (1992).
Prepared, as part of a team with RAND, the strategic plan for the integration of American Indian/Alaskan Native training development in accordance with the new DoD Policy (1999). Prepared analyses for the Army Environmental Policy Institute on the effect on the Army of various federal and state legislative proposals, bills, and acts (1996-1998).
One of the team that developed the Army's first environmental strategic plan (1991). Led the Integration Workshop and the Tutorial Panel on strategic planning at the Army's Senior Environmental Leadership Conference III (West Point, 1991).
Analyzed the Army energy program for the Assistant Secretary of the Army (2001). Initiated a new policy study to bring new management, efficiency, and accountability into Army energy.
Provided the concept, structure, and initial set of issues to the Army Senior Environmental Leadership Conference in 2000 and 2001.
