Holly Reuter, Associate

Holly Reuter is an Associate with the Clark Group, specializing in NEPA.  Ms. Reuter develops environmental regulations and policy for public sector clients.  Prior to joining the Clark Group, Ms. Reuter served as a law clerk for the Council on Environmental Quality.  While at the Council on Environmental Quality, Ms. Reuter analyzed environmental law and policy and agency regulations for compliance with NEPA.  Ms. Reuter also commented on regulatory proposals in the interagency review process. 

In 2008, Ms. Reuter was selected to serve as Chief Articles Editor of the University of Houston’s Environmental & Energy Law & Policy Journal.  As the Chief Articles Editor, Ms. Reuter gained experience managing environmental and energy publications.  Ms. Reuter also interned with the Texas Commission on Environmental Quality, where she reviewed environmental regulations and policies related to water quality.  Ms. Reuter received her J.D. from the University of Houston Law Center and her bachelor’s degree in Business Administration from the University of St. Thomas.
