Debra Richards Rogers is an Affiliate with The Clark Group, working in Norfolk, VA. Debi has over ten years experience in National Environmental Policy Act (NEPA) document review, preparation and project management. She has conducted extensive document review and worked on large-scale, complex, and sometimes controversial Environmental Impact Statements (EISs) on air traffic systems for the Federal Aviation Administration as well as railroad mergers and constructions for the Surface Transportation Board.
For the FAA Debi has also worked on NEPA review and compliance issues for site-specific construction and decommissioning Environmental Assessments (EAs) for nation-wide radar systems. She has experience managing NEPA compliance issues for projects and developing and executing public participation plans. Debi has delivered presentations on risk communication and public participation and has taught at the Duke University Nicholas School of the Environment "Implementing NEPA on Federal Lands and Facilities."
At The Clark Group, Debi is working with several clients including the Tulalip Tribes, the Department of Homeland Security and the US Visit program to provide expert NEPA advice. Debi received her MBA from Kenan Flagler Business School at the University of North Carolina at Chapel Hill and a Bachelor of Science in Business Administration from Villanova University.
