NEPA Training: Our team develops and teaches NEPA courses in partnership with Duke University that are considered by many to be the best in the nation. Environmental professionals who take these courses can earn a Certificate in the National Environmental Policy Act, the only certification program in the country co-sponsored by the White House Council on Environmental Quality. NEPA Policy and Regulations Development: The Clark Group develops and writes NEPA regulations and policies for Federal agencies. We developed customized NEPA handbooks, guidance documents and environmental procedures to meet the specific needs of each client.
NEPA Strategic Planning: We provide clients with NEPA document adequacy reviews, conduct facilitation during the NEPA process, work to align NEPA and planning processes, and provide advice to senior managers on complex NEPA issues.

We believe in working with clients through an in-house/out-house management model to ensure that environmental impact analyses are utilized and integrated into the planning process. Our team uses regulatory experts and scientists to collaboratively develop reader-friendly regulations, policies, handbooks and guidance documents that will be utilized by practitioners and understood by the general public. Our NEPA training integrates a multi-disciplinary team of instructors who draw upon their individual experience and knowledge for maximum benefit. Additionally, through the Duke Environmental Leadership Program, our NEPA training provides participants with course credit towards the NEPA certificate cosponsored by the White House Council on Environmental Quality.
Our team consists of attorneys and regulatory experts that can provide legal sufficiency reviews and scientists that can provide scientific reviews of environmental analysis documents. With the broad expertise, The Clark Group has been retained by federal agencies to assist with some of the most complex and important environmental impact analysis projects in the country.
Environmental Review of U.S. Border Stations: The Clark Group was selected to conduct a national-level Programmatic Environmental Assessment for the Department of Homeland Security's U.S. Customs and Border Protection. The effort was to conduct a multi-disciplinary evaluation of the potential environmental impacts resulting from technological changes to hundreds of land and sea ports of entry throughout the United States. The Clark Group conducted interviews during site visits to identify site-specific concerns to inform the larger effort. Our team conducted the analysis, wrote a reader-friendly NEPA document, and led the public involvement and agency collaboration effort for the NEPA process.
Environmental Review of the New Las Vegas Airport: The Clark Group, LLC is part of the analysis team for the Southern Nevada Supplemental Airport EIS focusing on the new Las Vegas international airport. Part of a team of consultants providing specialized expertise to this complex, controversial, and multi-year EIS, The Clark Group has been retained to conduct the cumulative effects analysis for the proposed international airport. The team, led by Vanasse Hangen Brustlin, Inc., was awarded the $14.2 million contract by the Clark County Department of Aviation in part because of the their unprecedented success in expediting the EIS environmental review process required by the National Environmental Policy Act (NEPA) while still maintaining the highest standards for comprehensive environmental analysis.
White House Council on Environmental Quality, Citizen's Guide to NEPA: The Clark Group, LLC was retained by the White House Council on Environmental Quality to help write the new Citizen's Guide to NEPA. The intent of this document is to inform the public of the role they play in the Federal governments' NEPA process. The unique document is a result of recommendations made by NEPA experts through the NEPA Roundtable Conferences held by CEQ and The Clark Group, LLC.
Environmental Assessment on Safe and Effective Waste Disposal in New Orleans: The Clark Group, LLC was retained by a privately owned landfill in New Orleans to conduct an Environmental Assessment on the alternative ways to conduct waste disposal following Hurricane Katrina. As a result of Hurricane Katrina, an estimated 55 to 80 million cubic yards of tree waste, demolished houses, furniture and carpet, appliances, and other trash required disposal in New Orleans' landfills. The analysis considered the full range of waste disposal options and potential impacts of these alternatives with an emphasis on the unique characteristics of post-hurricane waste, including the mixture of hazardous materials in the waste stream. Using this analysis as a scientific basis, our team developed a strategy for regulatory compliance for privately and publicly held landfills around New Orleans.
